Many large vehicles with engine/exhaust or “jake” brakes have something similar to this.
Local volunteer FF (or explorer) who responded to the incident. Looks like they may just be using personnel to police the cordoned off aircraft parts, which means no firefighting gear is necessary... But the helmet helps identify her official capacity.
