That chart is per-100,000. It literally means that of 100,000 white folks in jail, 200 die in jail. Of 100,000 black folks in jail, 89 die. So that corrects for what you’re looking for. It doesn’t belie a conspiracy against whites. You’d have to see the all the data: age distribution, natural causes, etc. Guessing…

Unless I’m reading it wrong, the last table shows the mortality rate, as a number out of 100,000 (i.e. a percentage if you’re willing to move the decimal). It shows that 201 white inmates per 100,000 died in custody, and 101 Black/Af-am per 100,000 - i.e. if you’re white you are 2x more likely to die in custody.
