Packs are just divided by series, so if you buy your Persona packs, you'll just get Persona.
Usually Weiss Side is meant to be Cute, and Schwarz side Cool, so as you say it seems weird that something like Project Diva is on the Schwarz side.

If you visit the shop you can get a special Pikachu & Charizard. I think they rotate from hour to hour.
