Oh for sure, I was just pointing out the heavy reliance on JUST tweaking damage / health in order to do that currently. Good AI will take you much further than damage balancing alone.
This brings into question what we define as "difficulty". We're well past the point that difficulty by damage taken from enemies / how much of a bullet sponge enemies are is anything less than wholly transparent and boring.
