Great summary, and thanks for highlighting the oft overlooked balancing that occurs in our bicameral system. The system has an incredible ability to homogenize what would otherwise be very polarized legislation. The downside is that often change comes about slowly, but that’s not always a bad thing.

You’re missing how this works. It’s seasonal in that it’s only 6 months in each place. They then ship them to the other location for the second season. Same companies getting two seasons out of the year. They’re probably wrapping up the Salinas season right now. Then it’s off the Yuma to start the second one.

The surgery costs don’t seem like much if you think of a service member as a longtime employee. But many service members are in and out in 2-4 years.
