Its really easy to meet those goals, electric cars are 100+MPGe. So the average vehicle can get a crappy economy rating as long as the company sells enough EVs to compensate.

Lots of negative comments here, so I’ll throw in my opinion. This is a beautiful car, and decades from now we will probably look back on the Model 3 as a milestone car, the one that brought electric drive and autonomy to the masses. Think of it as a 21st-century Model T.
