What. Being cut off on both ends means nothing. The upper limit could be 1000% and it would be just as irrelevant as 100%. The bottom is what matters. Cutting it off acts as a zoom-in to the graph. Vertical changes become visually bigger. 

Because not starting at zero has always been done to purposefully exaggerate changes. A small change might look enormous.
