If the HOV lanes have enough flow to incentivize someone to pay to use them they are clearly underutilized.

HOV lanes are garbage. It encourages a few but ultimately ends up as under utilized space.

Why not just get a used leaf, 500e, etc.. for less than 10k and have better protection from the elements and other vehicles?
