If the food restaurant is on the route of the test drive then no unecessary mileage would occur.

Did this tech go on a joy ride? Well if he was the ac tech and not the lube tech. Then no it was not a joyride it was a test drive. As im sure he got no joy out of driving it. Then avoid all shops. Because to every shop and every tech. This is normal

For it to be a joy ride. It would mean he drove this car for no other reason then to have fun. I assure you he had a reason to drive this car that did not involve fun.

For crying out loud. Going to pick up food while on a test drive is not a joy ride.

As of this time there is no proof of anything shiity being done. Unless this guy was just a lube tech and really had no need to drive this. Mayb they just went through the motions of apologizing to prevent a PR fiasco. Even though it is actually their policy to test drive cars.
