I think you missed Raphael's point, to me it sounded like he's not having a dig at police chief but at the fact that it's uncommon to hear a level headed police response as opposed to the lately more prevailing "our guy did nothing wrong because police".

Are you saying that it shouldn't be newsworthy if a cop does something "bad"? As in, they're allowed to be a bit bad now and then without everyone going all apes about it, am I correct?

Maybe because when incidents involving "those guys" do happen, police often tries to minimize the PR damage and even avoid assigning any responsibility to the offenders, going as far as returning them to work as if nothing happened. I'm just guessing here though.

Something to do with sudden compression before the corner doing funny things to suspension of the car when you least expect it, i.e. right when you're setting up for a corner. It doesn't take much to upset the car at that speed. Just guessing here.

Follow the head in various angles, you'll see what kind of speed it carries as it travels towards the pillar. No impact is shown, but at around 43 second mark you can see it eventually would hit the pillar. I'll go check if there is any mention about it in Euro NCAP report.

Reluctantly calling bullshit on this. Take a look at the video, why oh why are all shots cut just as driver's head was about to slam against the B pillar after it bounced off the airbag? They were very careful to cut it out, but not careful enough! From 0:40 mark onward you can see what happened.

They look like retouched Volkswagens, and I mean it in a good way.

That particular incident looks like too much vodka rather than fraud. Let's be positive though - car did run over him so there's some money coming his way for sure. Unless he died of internal bleeding.

It was just a matter of fucking time before they switched from cars to pedestrians in an attempt to suck some money out of insurance/drivers. At least 2/3 of these incidents were just that. Excluding the asshat who simply ran over a boozed-up person.
