I don't think that's what's going on. I'm sure the photographers in some of those pictures are purposefully directing her to mimic adult sexuality and putting makeup on her to make her look older. Its subtle but its there and that's what people are reacting to. I doubt the child is much aware of it.

In some of the photos, there are poses and looks that are common among adult models or adult women being sexy. The poses plus the makeup show that the intent is there - not from the girl - who is nine - but from those marketing her, to give a slightly sexual nature to the photos. Some of them are normal kid-looking
