Depends, I nanny and a lot of families I work for with small kids have the basement set up as a cozy safe zone for the cat that they can get in and out of, but kids can't. Cats still have free reign of the house, but little hands can't get into food and litter boxes and Kitty can have a quiet place to be alone.
