You are both right and wrong. The games are indeed programmed so that certain Pokemon cannot be caught as Shiny Pokemon. This initially affected legendary Pokemon and event Pokemon.

I agree with you on the fire thing. So far, the Xenos have only been temporarily repelled by fire versus being killed by it. The best thing it has done is piss those things off...and kill a few humans.
