I understand what you are saying. I actually enjoy anarchy most of the time (best part of the game) and when democracy is used right, we can progress through the game a lot better.
This is true, however, that doesn't change the fact that, while anarchy is on, anything can happen. And during those random moments, things have happened that are going to affect the game going forward.
