That entire pipeline is mismanaged and typical of a state that only got with the program having regulations or at least inspections on things rather than trusting the corporations will (laughable) do things on the up-and-up.

nobody got paid to report it. If anything they probably got paid to stay quiet about it.

And people wonder why the folks at Standing Rock are so opposed to a pipeline.
