Can I get the PS4 version capped at 30 FPS and still skipping? But, I’m very excited about tech and demos!

I’m frankly confused where the progress is. The Agni demo looks better, frankly, as this demo just hits uncanny valley notes left and right. I was really looking forward to seeing where they were going with that tech...and this is the best they have to show us after 7 years? Is this just like, 3 guys in an office…
