If you’re going to do a crossover you probably want to do it with the networks highest profile show which is the Flash (and maybe Superman and Lois).

I suspect that Calista Flockhart had a Los Angeles only clause in her contract, and it’s also likely that the show needed to trim some budget even with the Vancouver move so I think that was a mutual decision.
