Brooklyn Nine-Nine was co-created by Mike Schur so that's probably a good place to start.
I'll say that there are/were quite a few sitcoms that have a strong optimistic streak like New Girl, Cougar Town, The Middle, How I Met Your Mother, Raising Hope, and Brooklyn Nine-Nine. Of course none of them are quite like P&R.
Undateable (the one with the turtleneck joke) is a surprisingly decent show. Don't judge a show by it's terrible promo.
