Not for IPAs. That's really only a Belgian yeast thing. It really depends on if ther brewer wants the yeast to be the star, compliment, or just has to be there to get the job done. With a Double IPA, obviously you want the hops, a little bit of malt, and the yeast to get the heck out of the way.
