It's actually against the cardholder agreement that merchants have with companies such as Visa for a clerk to ask for an ID if the card is signed. I know this because of the stupid employee training videos I've had to sit through.
Not allowed to ask for ID. Or phone number. Ever. Voids the merchant processing agreement with their bank. As a consumer, you should refuse.

I can't believe how many people I have met who don't sign the back of their credit cards. That is one of the dumbest ideas I have ever heard of.
As others have mentioned, if you leave it blank, a thief can just sign your name and the signatures would match if anyone bothered to check.
