Yeah, but the "benign" federal version was what the Supreme Court used to say corporations can have religious beliefs, and that requiring Hobby Lobby to give women contraception coverage is a "substantial burden" on those beliefs.

After the Hobby Lobby decision, religious bigots realized these laws, originally meant to protect minority religions, could be used to their benefit, so now here we are.
