That was my question reading this as well. “working with Uber to make sure that each company develops its own technology” could mean a lot of different things. Somebody has to be seeing it all to verify compliance with this agreement.

This needs more stars. As others have mentioned, in snow like this locking up a tire helps it stop faster as it begins pushing a pile of snow in front of it.
