I get the temptation of it, I really do, but I don’t think enacting laws that discourage thousands of people (or more, depending on the city size) from biking is the way to go. If they end up choosing to drive instead, on a city level, that would statistically create more crashes than you’d be preventing.

I think this is way out side the norm though.
