I didn't specify win-loss record as the context for just the worst, but if that was the case, you are correct. It's more of a general "just the worst".

No general manager in any sport in this country would be employed for almost 25 years with his win-loss record, draft strategies (with ensuing busts and missed opportunities), free agents signing busts, etc.
