The ADA DOES have training criteria if you go through the guidance...service dogs must be task trained for tasks that assist their handler’s disabilities, they have to be under control and not disruptive. We may not LIKE the criteria there as enough but there is bare bones criteria.

Many home trained service dogs have had extensive testing, even before they were chosen for the work and taken home.
