No sir. Even the earliest incarnation of Steam allowed you to play games in offline mode. You can certainly share games as long as you are willing to share an account. My brother-in-law and I have a joint account that we use to co-purchase certain games in.

It has happened a few times to me over the years and I don't go shopping for clothes very often. Spending the time it takes to drive to a shopping center, deal with the situation, and drive back home can easily exceed the value of a piece of clothing to say nothing of the difficulty of finding that time for many
