They never intended the federal government to do 95% of what it now does. They believed in federalism. Almost everything the feds do can be done at the state level. Also, the way the federal government was structured pretty clearly illustrates their desire for consensus.

I love how the author can’t stand the fact that federal employees basically get FREE PAID TIME OFF.
