When I first learned to drive in the late 70's, I was told specifically to let it get down below 1/4 tank regularly to “blow out the sludge” that had accumulated in the tank. That has always seemed counterintuitive to me. Why would I want the “sludge” to go through the engine?
Almost all gasoline in the US is 10% ethanol now, that gives it some capacity to absorb water. Unless the fuel has a ton of water in it, it will most likely mix with the fuel, and be passed through the system mostly harmlessly.

Right, so if you regularly run the tank low, it cleans out the water and sediment, preventing it from building up. :)
The alcohol in the E85 will absorb any water in the tank. The fuel dryer they sell at the auto parts store is just ethanol.
