Generally, elected officials get harsher sentences than Regular People™ because they "betrayed the public trust"
This is definitely true at the ISP where I work. At last count there were only five women in Eng & Ops (around 150 people total). But, of that small number, three are managers (promoted from within), one is in a very senior technical position (myself), and one just started a few months ago.
I've never worked anywhere that had a rule against dating coworkers. It's only really a problem for the business if there's quid pro quo or coercion.

Just came by to reiterate points 1 and 2. There's a lot of very well dressed people in DC gov't circuit, which has an influence on the whole metro area. (I live in NoVA which isn't so formal; but people are generally better dressed here than other places I've lived.)
