People do dress more conservatively in DC than NYC or LA. Flats aren't ubiquitous, though. It's a fair mix of heels, flats, and boots. (I live in Northern VA but go into DC at least once a week and like to people watch.)

I never have any problems with USPS. I can't remember the last time something was "lost in the mail." I rarely need to send anything out of state; but w/in my state, even first class packages and letters are usually delivered in 2-3 days.
