It's a character flaw used to enable a plot. That kind of emotional stubbornness translates into her actions in The Satan Pit and Parting of the Ways. Plus, the show always makes a point of pointing out how Rose terribly mistreats Jackie and Mickey.

The show gets to regeneration as a core concept when it's appropriate: in Parting of the Ways. There's no emotional or narrative reason to have a regeneration in "Rose" without a) confusing the shit out of everyone, b) disrupting the episode's focus on Rose and c) betraying the emotional impact of regeneration.

She's not a remotely rational character and I don't think the show intends her to be. The show clearly sides with the PM in the argument AND she's obstructing the episode from getting to the inevitable porcine porking.
