They are criminals taking advantage of other people’s misery in order to steal and not get caught because the police and other agencies are occupied with saving lives.

I don’t accept the premise they are looting because they are in distress. Nothing about the flood caused the distressed to walk out of a department store with a 55" TV.

Because its not petty theft. Looting during disasters is vile. It may seem funny to watch some asshole walking off with a 55" Samsung 4k TV but lawlessness makes it much more difficult to deliver aid and rescue people.
