Don’t word it like there is a direct correlation between those two things when there is not.
Preview can also merge, re-order, and delete pages from PDF’s just by dragging the thumbnails. That’s probably its best “hidden” feature—I let my friends with PC’s merge PDF’s on my Mac all the time because the basic Adobe Reader can’t do it.
Like any other Mac app, Preview can easily make PDFs. Just print to PDF.
Photos, on the other hand is awful. It is far more difficult to use than iPhoto was and it has less capability.
