Let’s dissect this for a second. The Focus didn’t come out in the US till MY ‘00 and the SVT Focus was MY ‘02. The SHO V6 was canned in ‘95 and replaced with the V8 which was only available till ‘99.
PWM removes the flicker because it IS noticeable, which is why you don’t see dimming fluorescent bulbs. It’s a headache in a beam.
Actually that’s something about older/cheaper LEDs that bothers me to no end. Move your head side to side and you can see the flicker as it happens at 60hz (what you get from the plug here in the US). The PWM units won’t have the flicker and have a soft on/off ramp up/down.

Oh sure, it does mean you’re not getting that 3% rate with no points or closing costs, and you may have to shop around for a bank willing to wheel and deal. I looked at a refi this year but after a million hoops it would have cost me around $15K to refi and the savings just weren’t there any more.
