Absolutely this. I didn’t even think of the dangers of using board type lumber (not a thing I’d ever do). Unless you’re using 8x8 or similar for blocking it should never be used laterally for any loads period.
IMHO Plywood > Pavers.

While that is fair, I’d still classify it as underfunded infrastructure. It’s the same as the local mandatory power supply monopoly here. Anywhere that sells boat stuff as its under waterline caulking material. Expect to pay +/- $20 per tube and it is an absolute pain to apply when its not very warm. Also wear many gloves.
