What if you have your iPhone password protected? Does this device circumvent the iPhone encryption? How about if you "Erase all content and settings"? In an iPhone 4 (and iPad and 3GS) this removes the encryption key. Is data still accessible?

Well, not Plex, but you can run XBMC. Just jailbreak using Greenpoison, which will install NitoTV, which can then load XBMC. I did it yesterday and it literally took 5 minutes. Check out XBMC.org for details.
