That’s what a gang calls themselves when they don’t want to be labeled a gang (and therefore cracked down upon by real law enforcement). They’re only allowed that kind of control of their own narrative because they’re white.

Yeah, I think that may be an issue of game localization. The nuance of race relations in Japan is likely lost on a Western audience (and vice versa), so I’d put money on the fact that translators/localizers are taking significant liberties with the story as it gets ported from Japan to the West.
