A key problem here is the “lobbyist” definition. There is actually a lobbyist license set-up that you can do, but a lot of lobbyists in practice technically aren’t lobbyists, and it’s really hard to draw a net to include such folks without making it extremely difficult for them to be employed outside of Congress.
