I know it's a pain in the ass, but you could still get a Japanese 3DS to play outer-regional games. If enough games that don't get localized accumulate, I might even just do that.

Sonic Classic Collection has region-locking just for the giggles. Mario vs. Donkey Kong: Mini-Land Mayhem! has region lock, even though it has no DSi features other than WPA support. That was the only reason I never got that game.
