I read nothing in this article that convinced me of the headline, and the content actually works against the assertion in the headline.

petabyte(bit)/second hasn’t anything to do with the transmission propagation rate, it has to do with the transmission bandwidth. Transmission delay has to do with the transmission propagation rate; as you noted, latency.

With all due respect, this is a misunderstanding of the argument. I do not read that the signal will propagate faster but that they will increase the connection throughput.
