I can’t imagine that any state that actually has highway safety laws is going to allow a vehicle on the road that lacks windshield wipers.

I lived in MI (where David lives) for a bit, and they have no inspection or smog laws/regulations. When I registered my new to me car there, they never even looked at it. They just took my ID, paperwork, charged me taxes and fees, and gave me plates. So, registering his slow devil was just as easy.

Fully checked by the DMV? Here in Michigan, the DMV thinks your car is comprised entirely of the title and registration. Beyond that, it may as well not exist.
Most Coastal states require a yearly inspection and would almost certainly not allow a rusted Jeep like this to stay on the road, The middle of the country, not so much.
Kit cars and custom fabricated vehicles are the only ones that get inspected (because ya know... home made chassis...) but any vehicle that was street legal in the US is street legal in Michigan, provided you, or really, someone, has the vehicle registered and properly titled.
One neighborhood having a higher risk of theft than the other could very well contribut to higher premiums. The same neighborhood might also have an increased risk of someone being involved in an accident with an uninsured driver. I doubt they’re just like “let’s fuck over minorities, whitey gets cheaper premiums”.
