Exactly this. The CRA made commendable progress at removing racism from our system. It simultaneously made absolutely no progress whatsoever towards removing racism from the constituents that are ruled by that system.

This is right on... Of course policy and laws are important. But they are just words on paper, and as Snowden points out, continually subject to change. Why are people so afraid of the spectre of Trump? Because he may change some of these words on paper we hold so dear. Like it or not, he is the government right now.
