NHTSA says everything is safe, so not sure what you mean. I will also remind you the NHTSA has limited funding and staff. People who make fake safety issues are using up resources of the NHTSA. Which means that the NHSTA is spending less time looking out for people’s safety and more time sorting through fake reports.

You’d be surprised. If you do a good will without a contract, you are opening yourself to renewing the warranty and legal action, plus paying of damages twice. Hence why good will tends to require signing off on a contract all the time.

The TSB only talks about increased wear and tear, but it is not considered a safety issue and did not warrant a recall. Its not a conspiracy theory, the guy who has been putting those up is keef, he has been doing it for about 3 years. Looking for salvage cars and making fake reports. Keef is a conspiracy theorist though who also thinks SpaceX rockets are fake.
I think the NHTSA was more concerned that to layman the agreement may SEEM to imply that. But there is nothing in the actual language that prevented them from talking to the authorities or anyone else on the issue. It only put an NDA on the goodwill itself.
