Fresh water supply leaks and drains to treatment plants should be part of the conversation. Municipal City water system leaks can add up on a daily basis. Drained water that skips treatment plants add ground water to the problem. This seems like an all of the above solution.

Check for prepayment penalty. We financed for some deal only available with dealer financing. Then two weeks later refinanced with my Credit Union for significant savings. Prepayment penalty would have soured the numbers.
