Washington State law requires windshield wipers. No mention of a windshield. This makes lowering the windshield on the JL Wrangler illegal. Older Wranglers/CJ's are legal on the road with windshields down.

No disagreement with you.  Could be local market conditions. 4runners and Jeeps tend to be more expensive than National prices.  No idea what, if any upgrades it had installed. 

The Mahindra I saw was listed at $24k assembled. This was at a large local 4x4 swap meet. The Mahindra sales people were busy. No idea what options it had. It appeared very simple. The Jeep comes with crash crush zones, airbags, fully enclosed cab and air conditioning.  

Last year the Taxis we used in Orlando happened to be all Camry. Drivers mentioned the oil was changed once a week. Cars were working nearly 24hrs a day (two drivers). The minimum mileage Camry I saw was 300k.

Recently saw a Mahindra in person. For $1k more I can get a left over 2018 Jeep JK or JL 2dr.  The Jeep probably has a better ride and airbags.

Design Flaw? Well engineered structures are supposed to have worst case scenarios in mind during the planning phase.  Airport municipality's have spare equipment and money sitting around. Why is it taking so long to deploy emergency equipment? 

Local municipality has transitioned to camera car for parking enforcement. No need to chalk the tires when they can time stamp every vehicle and parking location.
