There’s more parity in 7s rugby than 15s (It’s not unusual to see upsets due to the short halves and open play). And the players that excel at 15s are not always good at 7s. Very few are actually great at both. For example Fiji never gets very far in 15s but are amazing at 7s.

It is true. Barca and Real both essentially dropped out once the bidding got too high. Barca was all in at 80 million, but you can’t justify dropping more than you did on Neymar (at least openly) and Suarez for a guy who isn’t near their level right now. Same logic goes for Real.
