It can’t be too hard to conceive a world where the Confederacy won. Just depict sharecropping, the Reconstruction, Jim Crow and eventually voting ID legislation.
The problem is that hate crime legislation is generally written weakly. It basically requires the suspect to say “I’m doing this because of your race” during the act to get anywhere. It’s a very frustrating standard and lawmakers need to come up with a better way to factor this in.
