I don't think that's true. Every site I've looked at states that window A/Cs use ~900 watts per hour (with central A/C using even more), while a fan uses ~75. YMMV, but it appears that fans use just a small fraction of the electricity that A/Cs do.

Talcum powder also works. They won't cross it, and it isn't toxic. (You shouldn't breathe the dust, but I don't know if there's a dust you should breathe.)
