These test cells are equipped with many fire supression systems. Some will literally fill the room with C02. The equipment in that room is more valuable than the engine. Dyno's can be $1 million or more.
I can tell you in our test cell's everything in lit up normally. You can only see the manifold's glowing if it's very hot (700C) and you turn the lights out.
The comments below about A/C or coolant leaks don't seem plausible to me. For one, I doubt any manufacture bothers to place the HVAC componets in the test cell.…

Sounds to me that the F1 uses an electric motor/generator on the shaft to retard/advance the turbine/compressor wheel. When retarding you would generate electricity.
