I don't think Wells has any way of knowing what happened when Barry and Iris were going to rescue Joe. Also, I'm pretty sure Barry would have talked to Iris regardless of whether or not he got that advice.

Merlyn wouldn't have been trained by the Outsiders. Merlyn wouldn't be fleeing from the Outsiders, and wanted Ollie to fight the outsiders to erase a blood debt. Ollie wouldn't have moral qualms against joining the Outsiders. Thea wouldn't have sold Merlyn out to the Outsiders, hoping to get him killed. The Outsiders…
I think we should wait and see before we decide that they're cheating. Some stuff will undoubtedly be undone, but they've already hinted about how messing with the past can backfire.
